Alors que l’application « Moncompteformation » de la Caisse des Dépôts et Consignations a fêté son premier anniversaire le 21 novembre 2020, près d’un million de formations ont déjà été financées dans ce cadre. Afortech pour sa part a référencé environ 60 formations sur son site internet, qui sont donc aussi  accessibles de l’application « MonCompteFormation ». Notez bien que seules les formations certifiantes ou inscrites au répertoire spécifique sont éligibles.

Toute personne dispose d’un Compte Personnel de Formation, dès sa première expérience professionnelle, quel que soit son parcours. Ce dispositif d’accès à la formation professionnelle a pour vocation de contribuer au développement des compétences des professionnels, de favoriser leur employabilité et leur évolution professionnelle.

Autre dispositif : il est également possible de mobiliser son CPF dans le cadre d’un projet de transition professionnelle. Ce CPF, dit alors « de transition », s’adresse aux salariés souhaitant se réorienter et se former sur une longue durée pour obtenir une nouvelle certification. Le CPF de transition succède au congé individuel de formation (CIF) depuis le 1^er janvier 2019.

Cette aide au financement des projets est une manne à ne surtout pas oublier avant de bâtir un plan de formation : et ce que l’on soit une entreprise du Bâtiment, ou que l’on soit un particulier qui cherche à développer ses compétences ou à se reconvertir professionnellement. Les employeurs ont ainsi un rôle à jouer. Ils peuvent inciter les salariés qui ne l’ont pas encore fait à créer leur compte CPF ; ainsi que demander à ceux qui avaient acquis des droits au titre du DIF en 2015 à les transférer sur leur compte CPF avant le 30 juin 2021 (valeur maximale pour 120 heures de DIF acquises = 1800 euros).

Les abondements : en ce qui concerne les abondements possibles, les entreprises peuvent

• faire un versement supplémentaire en application d’un accord collectif (le service social peut les aider sur la mise en œuvre d’un accord d’entreprise)
• attribuer une dotation « volontaire » pour compléter un projet de formation d’un salarié. Cette possibilité est disponible via la téléprocédure « attribuer des dotations » : cliquez ici

Il s’est transformé en compte en euros au 1^er janvier 2019. Tout salarié travaillant au moins à mi-temps, acquiert 500 € par an avec un plafond de 5 000 €. Cette somme passe à 800 € par an pour les salariés les moins qualifiés ou pour une personne handicapée travaillant en ESAT, avec un plafond de 8 000 €. L’employeur peut également abonder le CPF, c’est-à-dire en financer le complément.

Fonctionnement : chaque salarié peut prendre connaissance des heures qu’il a acquises en se connectant au site « moncompteformation.gouv.fr ». Pour suivre une formation sur son temps de travail, il devra demander l’accord de son employeur sur le calendrier de la formation et, selon les cas, sur son contenu. L’accord de l’employeur n’est pas nécessaire pour les formations suivies hors temps de travail. Cette demande doit intervenir au moins 60 jours avant le début de cette formation si celle-ci a une durée inférieure à 6 mois ; et 120 jours avant si elle dure au moins 6 mois.

Transfert des heures « DIF » sur votre « CPF » : nouvelle date limite. Attention : afin d’éviter que les heures acquises au titre du DIF ne soient perdues, les salariés peuvent transférer celles qu’ils n’ont pas utilisées sur leur compte personnel de formation. Initialement il fallait le faire au plus tard au 31 décembre 2020. L’Entretien Professionnel est une obligation légale pour toutes les entreprises, quels que soient leurs effectifs (article L6315-1 et articles L6323-10 à L6323-15). Au moins tous les deux ans, cet entretien  doit être un rendez-vous obligé entre le salarié et son encadrement. Il est destiné à envisager les perspectives d’évolution professionnelle du salarié (compétences, qualifications, changement de poste, promotion…) et les formations qui peuvent y contribuer. Le salarié et le manager doivent avoir un écrit de cet échange, qui clôture le rendez-vous.

Pour qui ?

Tous les salariés, qu’ils soient en CDI, en CDD, en contrat de travail temporaire, en contrat aidé, … à temps plein ou à temps partiel. Les salariés sous contrat d’apprentissage ou de professionnalisation sont aussi concernés. Même s’ils bénéficient par ailleurs d’un accompagnement dans le cadre de leur formation en alternance.

A partir de quand ?

Les entretiens professionnels ont donc dû être réalisés tous les deux ans depuis la loi du 4 mars 2014. Concrètement les premiers entretiens professionnels ont dû avoir lieu avant mars 2016 et se répéter tous les deux ans à la date anniversaire. Ainsi, le 3ème rendez-vous aurait dû être organisé cette année en mars 2020. Si vous ne l’avez pas encore fait, sachez qu’exceptionnellement à cause de la crise sanitaire, la règle a été assouplie et vous avez jusqu’au 31 décembre 2020 pour les faire.
